Abstract

The space sector is responsible for generating products with high added value and diffusing effect on practically all sectors of the economy. Recent transformations have changed the sector dynamics with greater participation of the private sector. Although the government is still the largest financier of projects, mainly for significant missions, changes in the sector have been driving technological decisions for solutions to the problems proposed for the private sector’s responsibility. Even with these characteristics, the sector is not yet consolidated, from the point of view of structuring data, to allow the evaluation of public investments made robustly. Thus, in this work, it was decided to adopt a multiplier methodology developed for the European Union countries, resulting in a direct return of 3 times and an indirect return of 6 times for each Real (R$) invested by the public sector.

Michele Cristina Silva Melo, Brazilian Space Agency

Michele holds a Doctorate in Economics from Universidade Federal Fluminense; Master's Degree in Economics, with an emphasis on Industrial Economics from the Federal University of Santa Catarina; and Graduation in Economic Sciences from the Federal University of Uberlândia. She was Professor of the Economic Sciences course (Campos dos Goytacazes) and the Production Engineering course at the Fluminense Federal University between 2010 and 2015 and Substitute Professor at the University of Brasília in 2016. She served as Full Technologist in Budget and Finance at the Ministry of Health and Analyst in Science and Technology in Space Policy Management at the Brazilian Space Agency. She is currently Director of Educational Studies at the National Institute of Educational Studies Anisio Teixeira.

Lúcia Helena Michels Freitas, Brazilian Space Agency

Lúcia Helena Michels Freitas has a degree in Economics from UniCeub and a Master's degree
in Economic Management of the Environment from the University of Brasília.
She worked at the National Electric Energy Agency (ANEEL) as an Advisor to the
Superintendence in the Management and Planning Superintendence and as Coordinator
of planning and budgeting activities.
She is currently a Technical Advisor in the Strategic Intelligence and New Business
Directorate of the Brazilian Space Agency (AEB).
